Dr. George Smith-Graham has been named CEO of the Fair Wages and Salaries Commission (FWSC) by President John Dramani Mahama.
On Tuesday, April 22, 2025, Dr. Smith-Graham, the Commission’s first CEO from 2009 to 2017, is scheduled to formally take over.
He succeeds labor relations specialist Mr. Benjamin Arthur, who has been the Commission’s CEO since January 2022.
On Monday, the Ghana News Agency received confirmation of the appointment from Madam Emelia Ennin Abbey, Head of Public Affairs, FWSC.
When Dr. Smith-Graham formally took office, she noted, the FSWC will give further information on the changes at the Commission in the days ahead.
As the FWSC’s first CEO, he played a key role in putting the government’s pay and compensation policy—the Single Spine Salary Structure—into effect in order to comply with the FWSC Act, 2007 (Act 737).
Dr. Smith-Graham has more than thirty years of expertise in strategic leadership, public service reform, and pay administration.
In February 2017, he left his position as the Commission’s CEO.
As the government plans to convert the FWSC into an Independent Emoluments Commission, he is anticipated to take the lead in developing future pay and compensation management regulations.
The FWSC was created by the Fair Wages and Salaries Commission Act, 2007 (Act 737).
Working under the Ministry of Employment and Labour Relations, the Commission is tasked with making sure Ghana’s public service pay policy is applied in a fair, open, and methodical manner.
Additionally, it advises the government on issues pertaining to categorization, grading, pay, and compensation.
